Ye gods. It's spreading

Victoria-area SPCA was on BCTV News tonight - talking about a dog named Geoffrey who was found with his collar embedded in his neck. Apparently his people put a collar on him when he was a puppy, and never bothered either to check it, or take it off, as he grew. Geoffrey now has an inch-deep gash around his neck, and the SPCA are saying that this was not a case of abuse but rather, "lack of knowledge". (Where I come from, we call that stupidity.)

How can people *that* ignorant be given responsibility for a dog's well-being? Imagine if they have children. o.O
