Are tourists a horde, a flock, a herd, or a murder? Suggestions welcome. Discuss.

I'd go with an "Annoyance" of tourists, myself..

a shoal or swarm. Definitely a hive mind.

possibly a mob, depending on how many tourists there are?

Herd or hoard. Herd if they are being led, say by a tour guide. Hoard if they are massing for inexplicable/inescapable purposes.

A flock.

From Miriam-Webster:

2 : a group under the guidance of a leader; especially : a church congregation
3 : a large number

a number of being kept together in a group, and moved from place to place as one unit: Flock
